Recently, ICAFIS has partnered with OXFAM in the implementation of the the regional project “Gender Transformative & Responsible Agribusiness Investments in South East Asia (GRAISEA). The overall goal of the project is economic empowerment of women and enhancement of small scale producers. This will be acheived through promotion and application of CSR framework/practices by multi-stakeholders and through demonstrated adoption of responsible and inclusive practices in shrimp value chain in Vietnam
The expected outcomes of the regional project are:
- Shrimp value chain actors, including small scale producers/groups, collectors/self-employed traders, processors/exporters and communities (disaggregated by gender) enhance generated incomes and share in decision making, division of labour and benefits in households and value chain using GALS methodology
Specifically, the project’s objectives are as follows:
- Improvement of women economic leadership though capacity development, allowing their voices to be heard and risk reduction
- Development of a socially, environmentally responsible, economically beneficial and inclusive shrimp value chain
- Community groups including women are empowered, involved and benefit from responsible shrimp aquaculture practices including Good Aquaculture Practices(GAPs) to minimize social and environmental impacts to surrounding communities.
Under this regional project, ICAFIS is responsible for a pilot project in Soc Trang province. The project aims to empower women in shrimp value chain in Soc Trang by enhancing their incomes recieved and strengthen decision making through CRS and responsible shrimp aquaculture practices (ASC, VietGAP, SAIP - ASEAN, particularly PSIA/GALS). Study targets include 14 collaborative shrimp producer groups and 5-10 processors/traders/exporters in My Xuyen district, Soc Trang province.
ICAFIS is looking for a consultant team to conduct a baseline study for a pilot project in My Xuyen district, Soc Trang province. Findings from the study will be shared to related stakeholders in shrimp value chain in Soc Trang province. Data collected from the baseline study will be used for the Monitoring, Evaluation and Learning (MEL) of the GRAISEA project in Vietnam and contribute to the Regional Program in the South East Asia region (SEA).
The specific objectives of the study are:
(1) To have baseline data for key criteria in supporting the monitering and evalutation of the GRAISEA project
(2) To gain an understanding of the status and profile of shrimp value chain development as well as identify key actors (including position, capacity, power and benefits in the value chain) including small-scale producers, collectors/middleman and processors
(3) To analyze market development and linkages between farmers, collectors/middleman and processors
(4) Identify the roles of women/key actors in the value chain, identify gender gaps in household and community levels and provide recommendations for possible interventions/actions
The methods and tools of the survey is to;
Collect and analyse quantitative and qualitative baseline data on income and decision making power, taking into account gender inclusivity and shrimp value chain. The current production practices including, production volume, value, sales, income indices and market niches will also be of interest.
The following are key approaches and tools recommended for the survey
(1) Value chain analysis (including Power Analysis, Market Mapping Analysis)
(2) Gender analysis (including labour division, decision making, social empowerment)
(3) Household interviews
(4) Group Focus Discussions
(5) Stakeholder Consultation Meetings

Survey instruments
All outputs are required to be submitted to ICAFIS in both English and Vietnamese, including hard copies and in electronic format. Hard copies should include all figures, tables and maps included within the text
Timeframe
Time for completing the assignment and provision of final report is of 8 weeks of signing the contract agreement. The consulting firms will provide a work plan detailing all activities.
Qualifications for the consultants
The consultants should have proven skills and experience in conducting baseline and/or impact assessments,
Experience in the value chain analysis in the seafood in the Mekong Delta
Knowledge of gender and social issues in aquaculture production in the Mekong Delta
They must be committed to and able to meet deadlines. They are willing to work in the field in remote areas where data is retrieved from poor households.
Furthermore, the consultant should have strong computers skills, SPSS/EPI Info/STATA software, as well as strong written and oral communications skills, including fluency in English and Vietnamese.
A detailed workplan needs to be prepared by the consultant for the approval by ICAFIS before implementation of the baseline survey.
Report submission: Report in accordance to the agreed outline, including questionare, datasheet, photos, etc.
Payment schedule:Proposal Submission
The payment will be made in two separate instalments. The first payment of 50% of contracted value will be transferred to consultant after signing a contract for field work. This ratio is based on the workload and operation costs occurring when the consultant will be conducting the survey and studying the project site. The remaining contracted value will be paid out after the final report is evaluated and accepted by ICAFIS.

- Technical methods to achieve the assignment objectives and deliver the expected outputs in a timely fashion;
